Trump says Ukraine’s Starlink access is back. Reports leave questions about full service.
The dispute concerns restored access, speed limits and a network used for battlefield communications and drones.

Donald Trump said Elon Musk had restored Ukraine’s Starlink access, but the reports distinguished improved service from full functionality. The difference matters for battlefield communications and drones: a network can be working faster without every reported restriction having ended.
A claim of restoration, with an important caveat
President Donald Trump said Thursday that Elon Musk had restored Ukraine’s Starlink access, but declined to say whether he had spoken directly with the SpaceX chief executive about it. Reuters reported his comments as accounts from Ukraine raised questions about whether the network had returned to full functionality.
The Wall Street Journal had reported that Trump called Musk and asked him to lift restrictions on Ukraine’s use of the satellite-internet service. Trump did not confirm the conversation when questioned, instead saying the service had been put back. A reported call and an acknowledged call are not the same thing.
The distinction matters because the wider dispute is not simply whether a terminal can connect. It also concerns service speeds and the extent to which previous limits have been removed.
What the different accounts say
According to the Reuters report, the Journal cited U.S. and Ukrainian officials saying the system was working more normally after the reported conversation. Some Ukrainian officials told the newspaper it was operating faster than under the cap but had not regained full functionality.
President Volodymyr Zelensky had said earlier Thursday that Starlink speed had not been restored for Ukraine. He also expressed hope for talks with U.S. Secretary of State Marco Rubio. Because those statements were made at different points, they should not be presented as a synchronized, independently measured network test.
Rubio had said Wednesday that decisions about Ukraine’s access were for SpaceX and Musk, rather than the White House. Trump has denied involvement in the earlier slowdown decision, Reuters reported.
Why network performance has military consequences
Ukraine uses Starlink for battlefield communications and drone operations. Reuters reported that restrictions hampered attack and air-defense drone missions against Russia. Restoring some performance can therefore be consequential without proving every unit or use case has returned to normal.
This report does not establish a nationwide speed measurement, the status of every terminal or the exact operational effect at every front-line position. A contextual photograph of a terminal cannot answer those questions either.
The next meaningful update is not another blanket headline saying the internet is simply on or off. It is a clearer account from the service provider and users about what restrictions remain, which capabilities have improved and whether the change is sustained. Until then, full restoration remains a stronger claim than the evidence reviewed here supports.
